Founding Framework for The Institute for Advanced Consciousness Studies, TIFACS.org Abstract This proposal presents the creation of The Institute for Advanced Consciousness Studies (TIFACS), a multidisciplinary organization designed to provide a coordinated scientific, educational, and policy framework for investigating frontier questions concerning consciousness, survival-related phenomena, nonlocal perception, remote viewing, reincarnation research, unidentified anomalous phenomena, and the possibility of nonhuman intelligence. Although research addressing these subjects exists across numerous scientific, medical, governmental, and academic disciplines, no single institution currently provides a comprehensive structure for integrating evidence, establishing research standards, developing educational programs, and assisting policymakers in evaluating their broader societal implications. This proposal outlines an institutional model that brings together researchers, educators, policymakers, military and intelligence professionals, and public leaders through proposed Science and Political Advisory Boards. It further presents a strategic research roadmap organized around a series of Grand Challenges, including the development of evidence standards, a Standard Model of Consciousness, global research archives, educational initiatives, governance frameworks, and interdisciplinary programs intended to encourage transparent, collaborative, and methodologically rigorous investigation. The proposal is informed by the hypothesis that consciousness may extend beyond conventional biological models and that future scientific discoveries could substantially influence education, public policy, and humanity's understanding of its place in the universe. Rather than advocating predetermined conclusions, TIFACS proposes an enduring institutional framework through which such questions may be investigated responsibly, openly, and across disciplinary boundaries. Whether future research ultimately confirms, modifies, or refutes today's hypotheses, the proposal argues that questions with potentially profound implications for science and society deserve coordinated, evidence-informed, and internationally collaborative investigation.

Bob Good

Bob Good is an independent researcher and author whose work focuses on the scientific investigation of consciousness, reincarnation, and the broader implications of nonlocal consciousness for science, public policy, and society. Drawing on decades of study across neuroscience, psychology, physics, philosophy, and consciousness research, he seeks to develop interdisciplinary frameworks that encourage rigorous scientific examination of experiences traditionally regarded as outside conventional paradigms.

A former military helicopter pilot and longtime business owner, Good brings both technical and organizational experience to his research. His recent work explores how findings from near-death experiences, children's reported past-life memories, consciousness studies, and related empirical research may contribute to an expanded scientific understanding of human consciousness.

He is the author of The Science of Reincarnation: A Consciousness-Based Framework and Its Policy Implications and related works examining the theoretical foundations, mathematics, and practical applications of consciousness research. His current efforts include developing proposals for interdisciplinary collaboration among scientists, educators, policymakers, and public institutions to encourage responsible, evidence-based investigation of consciousness.

Good is also the founder of the proposed The Institute for Advanced Consciousness Studies (TIFACS), an initiative intended to foster collaboration across scientific disciplines, promote public education, and support research into consciousness, human potential, and their implications for future society.
